Prior to the commencement of construction, there is a complex set of preconstruction activities that are required to be undertaken. These project Development Stage Services are carried out by WindPM;

Any compliance issues arising from the planning approvals will be addressed and submissions made to the Local Authority as appropriate. Similarly, any permits such as road haulage licences on environmental permits will be addressed, appropriate applications made and permits attained.

To facilitate the detailed design, topographical surveys of the areas proposed for construction will be carried out. Detailed site investigations, testing, laboratory analyses and reports will be commissioned to confirm the ground conditions prevailing at the proposed site. These surveys and investigations are critical components underpinning any wind farm detailed design & WindPM have the consulting and technical personnel to ensure the project proceeds

Once the topographical surveys and site investigation data is completed, the final selection of the proposed turbine bases will be confirmed. WindPM carry out a  detailed structural design of each turbine base and general arrangement drawings, structural steel reinforcement drawings and bar bending schedules will be prepared for the wind farm. 

General and particular specifications for the civil works elements of the proposed project will be prepared with specific clauses written to address the individual requirements of the wind farm under consideration.  Wayleave drawings will be prepared for any cable routes through private lands and discussions will be held with the affected landowners to agree these routes in advance.

WindPM will prepare tender documents, manage the tender process, carry out a tender evaluation, prepare a recommendation and make a presentation to the Client. The tender process may also involve Pre-Qualification and also involve post-tender interviews of some tenderers and negotiation and execution of the contract.  The tender documents will include the detailed site investigation report and any relevant planning compliance data.

The tender package will include the preparation of drawings and reinforcement schedules for civil and building works and the preparation of specifications for civil works.  The scope of these works will include all civil and building works such as upgrade works to public roads, upgrade works to existing forestry roads, new internal access roads, hardstandings to facilitate turbine erection, turbine foundations/bases including piling if required, and cabling trenches.

WindPM roads engineers will analyse and assess the various options for transportation of turbines from port of entry to the proposed wind farm site. A detailed survey of any areas of concern can be undertaken and using Swept Path Analysis software, the amount of land take required at each area can be determined.  .

Throughout the outline design process, WindPM will hold regular design team meetings in relation to Health & Safety. Risk Assessments will be prepared as the design emerges.  Where possible, risks will be designed out.  Any residual risks will be presented as part of the Preliminary Safety and Health Plan. A Fire Safety Certificate application will be prepared for any electrical/control building(s). This will be prepared once the connection methodology has been confirmed and the building requirements defined. WindPM will also prepare any applications required by the CER for a “Licence to Generate” and “Licence to Construct” the wind farm.
